MMM Blackhand's Command attune quest was added in patch 1.6 with BWl on retail, not before hand.

I think the quartermaster will also be affected by the dynamic spawn rate system. Don't quote me on that but I see no reason why this NPC wouldn't benefit from it. So yeah first times it's gonna be 2 hours.
Other than that, how much gold are you ready to bet on your "total of 12 guilds will be able to raid on Sunday" statement ? I'm in the mood for bets.

that NPC has 7.6k HP, pretty easy to kill

so unless single players tag and kill them ... oh well they will
