I worked my way chronologically from Jan 2008 backwards see how much information I could find.
Below all what I found till finding the answer:
Vampiric Embrace generated regular healing threat in vanilla, and said threat was reduced by Shadow Affinity. (on top of Silent Resolve, which affects all spells in vanilla, changed to Holy/Disc only in 2.0.10).

What I gather from the world of warcraft livejournal is that VE's healing in the context they were discussing it (mid-late 2007, mid BC) did standard heal threat. Debate was if Silent Resolve or Shadow Affinity reduced it.
And the january 2007 quote, right around the time of BC launch, at least is definitive in Vampiric Embrace generating threat.
I honestly find no credible grounds for this to be anyhow different in vanilla. Specialy since BC content patch nor launch refer to any threat aspect of the spell.

Got a definitive answer. Shadow Affinity's page from November 2006:

The fact there is threat to be reduced, confirms that the spell does generate threat.
