Nostalrius Begins - Quality wow vanilla realm (1.12)

I want to enchant a pair of level 15 boots with Enchant Boots - Minor Speed for my twink.

I recall several months ago doing this enchant for a level 5 bank alt before and he was unable to use the boots due to the enchant (He met level requirement for the boots themselves). I dont want to waste my money on this if the requirement is, say, level 22 since it is for my level 19 twink I'm working on.

I'm also wondering if I can do enchants such as +7 or even +9 strength to bracers on my level 19 twink. I hope someone could clear this up for me! Thanks.

You can enchant what you want on what you want.

Item level requirements weren't added to enchantments until a few patches into TBC.
