No items scaled with spellpower in vanilla after 1.9

Can anyone give a single counter-example to this statement?
Also, if there is evidence for Lifestealing, Fiery Weapon or Fiery Blaze scaling, feel free to post that too.
And no, posts after 2.0 or regarding the TBC beta doesn't count. Neither does forum posts saying, "I think it does", "it should", "I remember hearing" or even "I remember it did", for reasons that should be beyond obvious. Good contemporary evidence is what we need.
(in 1.6.1 Oil of Immolation and in 1.9 The Force Reactive Disk and Cloak of Fire, the only items to scale with spell power, were fixed, I'll accept pre-1.6.1/1.9 statements/videos on any other item. The goal here is to see if there actually is any merit to certain players claims.)

Confirmed counterexamples:
Weapon Procs confirmed to scale with +damage: e.g Ancient Hakkari Manslayer, Zulian Slicer. Scaling rates seem to vary.
