That's the same rationale that I hear being used by arms warriors. Higher weapon dmg with slow speed > Low weapon dmg with fast speed. Point of it being that moves such as slam, whirlwind, and so on are based over weapon dmg.
Why is it better for other classes then?
In other words, why is Ash'kandi a warrior item, but Sulfuras is not?
every slow 2h weapon is Paladin Retribution weapon :
Seal of Command work on PPM = slower weapon = more procs = more dps
Warrior needs rage , slower 2h Weapon for Warrior is just bad due to low rage generation .
Neither Ahskandi is Warrior specific , this is just false because it's speed also is slow and more beneficial for Paladin , AP also increase our Consecration currently which make strong as Ret Pala, (if Consecration get fixed then AP is worthless for Retri) .
In 1 word , Sulfuras can multiple proc from Command and Judge of Command which makes it more viable as Paladin retribution.
(not sure about this but i heard rumors that proc scale with spell damage).
