Disenchanting requirements?

I was looking an some good professions and stumbled upon the idea of disenchanting all the green items you get while leveling. I looked at some guides (such as this one: http://exploringwow.com/wow-disenchanting-guide/) and it said, that there is both a character level and a profession level requirement with regards to disenchanting.
However, I could disenchant a level 30 green item with a level 5 character which has 10 points in enchanting. By doing so I got "Soul Dust", which according to the guide should only be possible at level 21/50 (character level / enchanting level). So which one is correct? Can you basically disenchanting everything at the lowest level? Or do you need to level your enchanting skills while leveling your character to keep disenchanting high level quest items?
Would be really glad about some hints here.
