If you want a realistic option for bis pre/non raid, the Dal'rend sacred charge from ubrs Rend blackhand is fantastic for what you are looking for.
As far as offhands go, you could try to get the dal'rend offhand or Mirah's Song for raw stats. There might be a few outlier better weapons but they are so obscure or hard to get its not worth the time.
