Nostalrius Begins - Quality wow vanilla realm (1.12)

I have a question regarding how much attack power one atility gives. Right now I know its a 1 to 1 rate. But at some point in the game it gets chanced so 1 agility gives 2 AP for a rogue. Sins the server is vanilla and will stop at the NAX patch will this chance take place or not?
