Well hes getting 5% from rallying cry of the dragonslayer, 2% from the mongoose pot, almost 17% from his agi, and around 12% from his gear. And then ofc 5% from talent.

i don't really know why you're so blown away by his crit.
you should be able to figure out what items he's using if you really care. lionheart helm, painweaver band, myrmadon's signet, drake fang pauldrons, blackhand's breadth, the 52 paladin trinket quest, the pvp legs, stronghold guantlets, ony neck.
he also has a couple buffs which is adding a lot like other posters have mentioned.

There isn't a quest item with that image and even if there is it doesn't explain the Ammo slot. Paladins don't have ammo slots.
