[PvP] The BiS for the current content (updated for 1.8!)

The cap is 16% total. It's said cap for mages is 10% because everybody assumes (and rightly so) that you will spec into the +6% hit talent. But the whole 10% of the rest needs to be covered by gear.
You can get by with 5-6% from gear but more hit = more reliability. Getting 2+ misses in a row while trinket and AP are procced is not something you want to witness too often. Unpleasant.

My point is you should never randomly prioritize hit items , but always do theorycrafting for your given situation. Yes resists hurt more when you stacked AP and trinket, but hitting for a lot less always also hurts.

So lets do some simplified theorycrafting:

Lets say your average frostbolt hits for 900 damage, with AP and TOEP for next 15 seconds frostbolts will hit around 1350 damage. So your hit value goes from about 11 spell power to about 15 spell power with stacked AP and trinket. So if you add the time to kill the boss to this you can calculate your average hit value.

Finaly let me quote my self then "So if for example you choose between an item giving 10 spell power and 1 hit versus an item giving 33 spell power, you should choose 33 spell power one no matter what (given current content)".

BiS means best in slot, nothing else. This is not the thread for you if youre looking for someone to hold your hand through your first month at 60.

The pre-raid list is there to showcase the timesinks available to you outside of raiding.

Okay, I'm having trouble understanding how the bloodvine set is considered pre-raid BIS, when you need to go into ZG raid to get the rep for the recipes... It's not pre-raid BIS if you have to raid to get it. LMAO. Those pieces should at the very least have alternatives.

As someone else said, just buy the set off the AH. It's not that expensive, especially if you've been aoe farming while leveling up. The set will basically last you well into AQ and arguably Naxx.
