Nostalrius Begins - Quality wow vanilla realm (1.12)

It's been ever since i started playing this server impact is always bugged i don't know if anyone has reported this yet but bug the bug makes the spec so much worse.

Basically when you spec http://db.vanillagaming.org/?talent#oZVgMzrouZciMbkbth like this impact works untill.....

YOU PRESS ICE BLOCK after that it fucking stops working at all 0% chance to proc.
Please fix this already its been MONTHS and this bug was not addressed at all.
