Stormpike Insignia Rank 4 not working

This item is supposed to return you to Dun Baldar in Alterac Valley upon use, but it shows the casting animation and makes the spell sound, but nothing happens. Previous versions of this item(it's upgraded with each level of reputation) have worked fine, but this one does not work at all.
