Item (elementals deck) doesn't give quest

So i have the darkmoon deck of elementals, created by me, and it doesn't give me any quest when right-clicking, what can i do? please help.

It was added at 1.6 patch, we are currently at 1.5 by content and 1.4 database if I'm not mistaken...question is why it does even drop then.......

There's a lot of that going on. Lots of incomplete quest chains due to being on pre-1.12.1 content.
