Name changes aren't allowed unless the name is found to be offensive and against the server's terms of use.

Are you 100% sure? That's very unfortunate. I'd be willing to pay admins to change a silly (but not offensive) name of my character.

As AverageJoe said the only option to have the name of your character changed is to be against the ToU of this server.
Also you cannot pay for service/benefits on this server.
