Warsong axe shipment bugged

Today while attempting to get the warsong axe shipment, I went over to booty bay and right clicked on the box. It said that the box was already in use even though nobody was around near the box to use it.

Is there a way I can get this item given to my character, Ralgear, so I can complete the quest?

Having 34 people say the same thing as me doesn't help. Is a low-level quest with good loot being uncompletable low on the dev team's priorities? And this has been bugged since release. I asked if there was a way to have a GM or other staff send me the item so I may complete the quest, but clearly if it hasn't been done to 34 people who posted on the forums about this, than I doubt it will happen to me anyways.
