Latency Issues

I recently joined this community. I was actually playing on another server for a few days now but they failed to satisfy me. Then I found Nostalrius. Anyway let me cut to the problem. My latency bar is showing me 62ms but I get action delays that are like 1s long. I did some googling and I found one post that said the server was running in debug mode, and that's what was causing the lag. I hope this is the case, but I can't be sure without a sure answer.
