Nostalrius Begins - Quality wow vanilla realm (1.12)

Is there anyway this bug can be immediately repaired (assuming this is exclusive to me)... My Warlock spells (especially instant cast) are always causing me to get the message that my spells aren't ready yet. My pet takes 15 seconds to reset after a kill. I consistently play in a delayed state (seemingly 1-2 seconds behind real time). Can someone please look into this because this is an issue outside of general server population lag.

Made the attempt and it referred me to a bug tracker (sigh)... guess i'll have to give it a try
