Knight-Lieutenant's Plate Gauntlets are not reducing the rage cost of Hamstring. Should show in the tooltip a reduction to 7 rage. I've tested it quite a bit, definitely still costing 10 rage.
EDIT :: May want to just check all the gloves for each class, not sure if people have tested them or not.
