Shadowcraft 6 Set Proc

Not sure because I have no numbers to back this up on, but I remember back in retail when I had it, and on other private servers the 6 set Shadowcraft bonus (chance on hit to restore 35 energy) seemed to proc more often, not as rarely as it does here. Maybe you guys could take a look into this?

I remember it had a roughly 2-4% chance to proc with no internal CD. Maybe it originally has an internal CD and it got patched? The Nos team is trying to simulate the game progression from t1- EoL of vanilla.
