pvp breaks?

I remmember from leveling days that i stucked with rank progression for weeks during 50-59 simply because i never got more than 15hks, but now when i took a 3 weeks break between ranking weeks, i got decayed each week for about 10% of my RP.
Since when you get decayed without killing 15 players? Or it was just me experiencing this shit?

If you get less than 15 hk's you can take a week break from the pvp grind? I never knew this.

Official page says that if you don't get 15 HK's, you are not counted to honor calculation. It can be understood as you should not loose your rp and somewhere i found that it was meant like that as well.
On the other side i was wrong when i was saying that i should not loose rp, because this article was for 1.12 patch and it did not work during pre-1.8 patches.

you are not counted as in the standing list to the NR population (which affects other players RP gain) but of course you are supposed to decay, nowhere in the official page says you re not supposed to decay and it cant be proven otherwise because it worked like that on retail, anyone who ranked back in the day (me included) knows this.
