Does honor decay?

Does honor decay, and if so, if you lose your rank, do you lose the ability to wear that rank related gear?

Your total ranking (RP) decays by 20% every week. RP is not the same as honor, but for simplicity sake let's just say that honor gives you RP.
You only need a certain rank to buy PvP armor, not to wear it. So if you get rank 14, buy the weapon, then decay, you can still use it.
