can horde premade?

I keep joining AB only to face a full ally premade and I guess they tweaked the qeue system even more than they already did? Is there any way for horde to premade without facing ally premades or is that a ally only thing?

it's an "ally only thing" because they have no horde premade they could eventually face
if there was any horde premade ,they wouldn't meet pugs
