Ah shit. So this has nothing to do with Shadowmeld? Should be able to BR cancel and charge?

According to the patch notes, no you should not. Prior to 1.12 you could, but it was patched. Skills and abilities on Nostalrius are based on 1.12.

Reading comprehension ftl. Saw it as 1.14.
Still, I don't see what Shadowmeld does for the combo and this is the second time I've come across someone mentioning Shadowmeld Charge. Interesting stuff.
