The Chinese guild: "The Twilight" is dodging

As the title says -- It seems that the alliance guild "The Twilight" and their premade leader "Loveautumn" is dodging horde premades only to face pugs, and they are working together with horde premades to do this. It creates unfair competition for everyone outside the premades. After GM warned them, they have continued the dodging. Is it possible to do anything about it?

Chinese have been dodging since the queue system got changed months ago, dodging their way to multiple rank14 accounts to sell. There has been multiple huge threads on this in the past, but judging from the lack of staff replies I doubt they really care. Nothing new.
