Engineering items and ICD/GCD

Hello, I searched and I didn't find an answer. About engineering items (trinkets, mind control helmet etc.): Does equipping a trinket trigger an ICD or GCD of some sort, or can I for example equip mind control helmet and use it and then equip my normal helmet again instantly? Or how does this work?

there is always a 30 s CD when equipping items with a "use" ability

Are you sure this counts for this patch? I saw videos of people with the reflector trinket equip it fast and use it.
