Why would that solve it? The hardcore premades will just have have 1 member of their 10+ team rotate around to be sacrifice and test to see if bg they are against premade. If they are, rest drop queue and requeue and quickly win the next game, gaining back their 10th guy(who lost super fast to opposite premade) and it goes on again. Dodging will only be 90% as effective now..... soo it would do very little. For horde this might be a little worse since their 5 min queues will become 10 min queues. But for alliance it is NP, so the alliance will just dodge harder than they are now because they know horde will be less encouraged to dodge.
The only real solutions are changing something to do group queue. Or we can just stay like this and have every pug be against premades 3-4 times in a row before finally an enemy pug group.
