Attacking other players while standing on a spot where the guards cannot reach you is no longer allowed, casting through roofs is considered bug abuse.

added to the ToS? I was told i can NOT kill players from roof on gadgetzan which i think is BS, people did not get in trouble for this on retail so idk why they would get in trouble for it here.
so basically were not allowed to kill people at gadgetzan or booty bay now??

There are not only the roof exploits. There are exploits everywhere and you don't ban them. In Gadgetzan infront of catapult the guards don't atatck. In Light's Hope Chapel infront of the anvil guards don't attack. And you are let them exploit terrain without banning them for good. Blizzard correct those exploits but you let them continue exploit without punish. They exploit terrain but you let them. And now I think I understand why...
