There is no report for it, some of these people are experienced honor lecher.

You can leave the BG yourself, work twice to win the BGs, or join them in "AFK Army".

While you filming other for hes afk , thats mean you also afk nothing doing to win , so ban afk and who record.

you could try make ticket and hope a GM is there in time to check up on the guy.
tho most of times i tried this i get response of a GM 1h later and it already to late.

In your situation I would made one ticket (backed with screens), and in that ticket I would politely asked GMs about policy considering honor leachers. I guess thats the best and most reliable way to get your answers right from the hands of administration.
