Also, I moved a couple points around in that spec to pick up one rank in AF and EP each. Was under the impression that there was a bug with +spellhit, but the folks on the Mage forum don't seem to think so. This was, I can just pick up 1% from gear and be PvP hit capped @ 60.
I'm posting this from my experience playing mage in ED, yes dampen magic reduces the damage per tick, atleast on ED, I am not playing a mage on nostalrius and in that case I cannot tell you for sure.
I don't quite get the CoC reference? Like I said, main advantage of imp blizz is that it's undispelable. Also, the slow from imp blizz lasts 1 ~ or something seconds, assuming you are not casting blizzard in melee range (pls don't do dis) you have more than enough time to use CoC without it being overwriten by blizz.
I might be biased towards an elemental build, but that's only because after playing 2.4.3 and using the same 17/0/44 spec for a looong time, elemental always felt like a breeze of fresh air. However I do recommend every mage player to atleast get good at 17/0/34 before attempting other specs, like I said, a good mage won't be the one with most kills in the BG.
After you get into the gear-lvl where you can play elemental and you know how to play your class then go for it 4 sure

I was never a big fan of the ignite / barrier build but it is true like Sylvant is saying, that the build is super strong and I remember some good mages in ED that ran it 24/7.
