They would still be able to wintrade with that system. It would be a little bit more difficult but that's it. They would still be able to use their scouts or just communicate on voice chat to tell each other when they get ques or if they are in a game. That and a certain group has enough sixties on either side to just open games for themselves even with your proposed system. It's what they are doing now.
The best way to stop wintrading would be to keep single que and give anyone that drops que a deserter buff. How many games are premades going to open up games for each other with a deserter buff after every one? My guess would be none. They would fall too far behind the real premades. Of course a certain group does have enough extra sixties laying around each faction to open up all the games they want regardless of deserter. Butt it would be pretty easy to track down the game placeholders. A group on either side that gets deserter constantly is a big giveaway.
Would also stop both sides dodging. We all know that to get into a premade on either side on this server it's not skill you need but the ability to say 5 words: "Are". "we". "taking". "this". "que." In that order. They would have to take every que or get deserter.

YOu can try to wintrade in blizzlike system but i guarantee you it will be 1000x times harder and not worth it compared to this system, there is absolutly no need for deserter on dropping queue, but I do not mind if that hc ange comes arround.
