The standing is determined in fonction of honor gained and the RP depend of the number of people who have more than 25 hk.

It's 15 hk's for a standing. ingame tool is incorrect and was also incorrect on retail during patch 1.10/1.11/1.12 as the actual change from 25 to 15 was a stealth change w/o any patch notes and was 15 until blizzard changed the whole system in patch 2.0

They have fixed the bug with people at low honor or very low standing having a visually incorrect "high" standing.
