-An updated set of armor rewards have been added to vendors for Honor ranks 7, 8, and 10.

-The armor rewards for Honor ranks 12 and 13 have been increased in level and stat point allocation.

So I guess they were updated at the same time, strange they only added the updated blue set and not the epic. I wonder if they will update the epic set during 1.11.

R12-13 gear update is indeed in patch 1.11, not ZG patch as some people claim.
releasing some gear prematurely for the sake of balance just sheds light on other obvious itemization imbalances Blizzard fixed later on.
If you "fix" one, you gotta fix them all so we don't end up with weird gimmicks like casters getting double set bonus and high ranked pvpers understandably feeling fucked over.

Imo the ideal solution would be reverting these ridiculous changes altogether.
