It seems like, just as when vanilla was live, there are two types of people when it comes to low level ganking.
1) Those who just flatly don't see the appeal. It gains you nothing and theres no challenge.
2) Those who would slit their own throats for the sake of the lulz. These people think everything is hilarious, to the point of absurdity. "That level 60 rogue is killing people who cannot possibly stand against him, and is avoiding those who can. LOLOL. Hitler murdered six million Jews! ROFLOLOLOL!!!!!" Its that sort of thing. Usually, these people are 12ish.
Can't really stop this guy from doing what hes doing. Its well within the ruleset of a PvP server. The only thing you can do is hunt him down with your own level 60 character but thats a temporary solutions at best. If he wants to kill lowbies, theres no way to stop him.
The best advice I can give is to just grin and bear it. I guarantee you if there were no forum posts whining about him, he would stop doing it. The only reason he does do it is to listen to your complaints about him. The best and only way to get rid of him is to virtually ignore him.

was going to the AB vendor to pick up some shit and see him hiding near the inn. he went down to 1 flame shock 2 LBs and a CL. didn't seem like a real challenge so I decided not to camp his body despite the entire zone complaining about him.

This reminds me of my first server back in 2006 when a High Warlord orc Hunter perpetually ganked people at Nesingwary for months.
