only shmuck pepper and insanitty on ally side is that twinked, almost everyone else is budget twinked, though I am close.

Im not sure about the other points, but as a new player to the bracket, I'm going to add a few ones beyond the those you already mentioned:

1. Most of the horde "twinks" lack basic enchants and, sometimes, even basic items. And when it comes to consumables, I don't think I've seen anyone besides Bounga using them.
2. Most of the time the ally twinks are not just overgeared, comparatively, but also outnumber horde twinks in bgs.
3. Point 2. is especially conspicuous when it comes to healers.
4. Ally premades do seem to have a better coordination. I'm not sure if this is due the usage of voice communication stuff. Horde premades, on the other hand, and from what I've experienced so far, don't use anything beside the regular bg chat.
5. No matter what time of the day, or what kind of day it is, Insannity is playing.

Good....

After seeing this I know I won't queue for bgs in this bracket.
I'm huge twinking fan but not in vanilla. I don't like the fact you can't lock your xp and wander around the world on your twinky
And if you ask me, vanilla content and world pvp on 60 is way to fun to just not do it, unlike other expansions where I spent more time on twinks after beating the content in like 2 months.
For me vanilla has no end just cuz of world pvp aspect.

But to each their own... twinking is huge fun so... keep em up. It's also good thing that lowbies can get some extra cash if they stumble upon some twink BiS

What time of day (server time) does this bracket typically fire?

Weekends its all day essentially. Primary premade times hover between 2000-0100 usually. I think everyone on both sides agree that horde win almost every game pre 2000 on weekdays and alliance win games post that time. Just a time zone issue as mentioned before.

I wonder if the willingness to main a twink healer thus improving the QoL for the rest of your faction has anything to do with alliance requeueing.

Judging by the scoreboard, it looks like a grossly unbalanced game that should have lasted maybe ~20 minutes.

Props to the Horde team for being able to stall it that long.
