its just simply like this:
alliance have instant queues most of the time, for pugs always instaq
when alliance prem meets horde prem in WSG and the alliance prem isnt sure about to win the game fast 100%, then they just open up an AB game and wait until horde joins, if they dont join AB then the alliance team joins
(this is called dodging, since horde have no insta queues they cant dodge, the most efficient for horde is to wait until the game ends if they have low chance of winning the game)
since horde have long queue times they have to queue for both BGs and they will join AB if it pops even the 10 man group is in WSG, they wont let the other 5 players to join the AB alone
so there will be 2 games with no players on both sides only the premades, and later on when the game already started some pugs will be put into those matches
now it is not efficient to play prem vs prem games at all because premades face only prems most of the times and premade vs premade games take a lot more time than usual matches
people cant rank and play only prem vs prem matches with this system, the point in the ranking in vanilla was about farming the pug with premade while ofc beeing able to afford prem vs prem matches also
at least with the original system we could have had some good games vs each other because premades could farm pugs after a long prem vs prem game but there is no time for those matches any more for rankers
but now its the time of the empty games
this is the new very good new system
