That's not correct.
If Horde were to premade they would have instant q.
Because they would be the first in list (before any horde pug) to meet one of the 3 alliance premade.
Premading as Horde actually gives you a lesser q time than pugging as Horde. Anyone giving the q time as an argument not to horde as premade is either completely clueless or trying to spread miss information.

Thats why horde side is infected with apathy between their players? Their are tired of being farmed again and again.
Most horde games are against premades because there is apparently noone on horde willing to give a fight to the alliance premade and prefer let them dominate.
If horde tried to premade, said premade would keep alliance premades away from pugs. Unless the alliance premades start dodging like they did last wsg weekend.
So we started from blizzlike queues, then people start complainig about premades, they changed queues (made queues just for premades) then the big farm agaisnt nobody started, changed queues again so you can just queue one Bg at a time... and we get here, alliance is benefitted because of its lower pvp population.
Alliance is "benefited" because noone is willing to fight them. Apparently, among the 10000 hrode pvping each week there are not even 15 willing to challenge them. So they take what is due to them for instaurign their domination.
Concerning the "population" argument, it is completely flawed.
You need to consider the pug/premade ratio.
Horde's one is 100% while alliance's one is probably 30%.
Would you rather not being matched to anyone as horde pug or to be matched to a premade?
This stuff is just a consequence of alliance making premade strong enough to scare horde away from premading.
Take the scenario where horde would be the one with 30% pug/premade ratio and alliance 100%. Then who would qq on forum? Alliance.
The only flaw in the current system is that Horde doesn't have a pvp population. It has a rankers population.
If you browse feenix forum, you can see "fight nights" organised where people are looking for doing premade vs premade games.
On this server, a horde premade coudl have his "fight night" at any time of the day at any day. You'd just need to gather 15 ppl, q up, and you get your instant q vs a premade.
And yet, among all the current rankers, the countless ex-R14, ect .... There isn't even 15 horde looking forward having a premade vs premade game.
That's the flaw.
And, before some angry rankers reply saying "it gives me less honnor to premVSprem", note that I'm not necesserly pointing at current rankers when I blame horde for not premading. But on such a large populated server, you could expect that at least 15 people (rankers or ex rankers or casual pvper) would enjoy premVprem.
But no. People get their vanity rank, join a bg once a week and complain in gchat "allaince premade ...". And go back to slaying dragons for another week.
Feenix, with 500 horde pvper per week, probably has more people interested in pvp than here with 10k horde pvper per week.
