Theres alot of horde in the 39 bracket, Windfury seems to make horde usually have the upper hand

There is no FOTM in vanilla retail. Especially since class skills are forever static in 1.12.1 until TBC.

Quite a bit changed between 1.0 and 1.12 actually.

Including the bracket going from 21-30 to 20-29. The good ol days when a 30 ret pally could have 5/5 vengeance, 100% SoC weapon damage and I can't remember if they had freedom yet, but I do remember the double crit one shots. Good times, good times.
