Sup with it? Doesn't look like it works as full duration in pvp
The only thing I can remember in vanilla is having DR, but ccs lasted up their full duration for sure

Check this out :

viewtopic.php?f=25&t=378

The chance of +15 secs CC is indeed very very (VERY) low =)

Makes the CCs + caps in ABs a really fun challenge : "Hey guys I can ninja this base so back me up... Oh wait, need to roll a dice first !"

Sap cap vs a solo defender who isn't a pet class, frost mage or pally is in my experience 100% chance of success.

no rusky brother.

CCs in vanilla had "heartbeat", they were LONG but had heartbeat, it was changed in tbc to short but fixed timings for arenas. It was in feenix were it was buged as fk and everyone could cc for straight 3 minutes, this is not the land of abuse :)

CC is capped at 15s in this patch I believe. I think it was changed to 12s in TBC and 10 or 8s in wotlk. 1.0-1.4ish was the time where you could be sapped for a minute.

You must the luckiest rogue on Azeroth

Seriously though, I'd say it's a 80% success and most as most of the time it lasts around 10 secs. Typical situation is you finish capping the base and sap breaks just at this moment. With bad luck you don't finish capping before sap breaks.
I noticed the same for goblin rocket helmet.

I'm wondering if the heartbeat resist mechanic scales with the orc racial and such (assuming you didn't get an initial resist :D). Anyone ?

Always works for me, and I don't mean 'most of the time', I mean I've never even once had it break before I capped

Pretty much, always get the restealth after the sap cap too. I don't even think heartbeat applies to the first 10-15s of CC which would make it useless in PvP. I've seen heartbeat resists on PvE mobs on my priest when MCing for 30+ seconds. I've also never had a poly break on my priest when getting capped on, ever.

Heartbeat should have a chance to break CC almost instantly. Maybe it's undertuned?

Could be, but I've NEVER seen sap or psy scream break early unless the target was hit or wotf/trinket was used in the fears case.
