Tune out alliance npc agro range, damage and respawn time or completely remove the set of agro.
Games aren't as unbalanced in AV any more as they were in retail, where most horde factions completely dominated. Here it's quite balanced, with slight favour of horde and allies then carried by the npc spawns.
