Is safespotting forbidden or not?

I see many players continue to use safe spotting although they have been reported for this action at forums. I find hard to believe that those players punished with ban and continue to safespotting.

So, some official answer is needed. Is safespotting really forbidden or not? And what action you take when someone report a player for safespotting. You ban him, you simply send him an ingame notice or you do nothing at all.

If there is no action taken please tell us to start getting free honor also.

No official answer is needed, read the ToU yourself if you're in doubt. They don't monitor the forums 24/7, so if you try to report people through it then you deserve to be safespot camped in my opinion.

I was banned for 24 hrs for safe spotting blacksmith roof, but was reported through in game ticket, so if you see someone safe spotting report them via ticket not forums
