Yes but it will take time !

It was possible on a lot of lower pop servers in vanilla but probably not here.

I got to r8 in retail doing only world PvP, but from then on it took too much time to progress.

I wouldn't recommend even trying here for obvious reasons (hint: population).

I got rank 8 at lvl 50 through world pvping while leveling up (i was here since release day tho)
