R10 is easy. Play consistently every week with a comfortable amount and you'll eventually get there.

You can blast through the lower ranks pretty easily due to the massive size of the player pool for Honor calculation. Rank 8 or so can be reached very casually.

Rank 10 can be reached by either consistently playing casual hours each week for a few months, or by putting in 1 or 2 weeks of high play time once you've reached Rank 8/9

However, You will stop progressing around Rank 11 unless you start farming large amounts of Honor each week. Reaching Rank 13 or Rank 14 requires at least a few weeks of playing 16+ hours per day.
