PvE wise, wouldn't trolls be the go to option for Horde priests anyway? Berserking can be of use for dmg intensive fights to heal faster, and if the raid can afford one extra debuff slot, Hex of Weakness can actually help for some dmg reduction as well as for anti healing if the boss/trash goes for that mechanic.
Touch of Weakness implies getting hit....as a priest, and why Devouring Plague would be given a debuff slot instead of a random CoA/Corruption is something I couldn't answer.
