Engi double specialisation

Hello,

I noticed some ppl has both Gnomish and Goblin items, like Gnomish net-o-matic + Goblin rocket helm on their char. Is it a bug ? Can you tell me how to do

Find a friend with a specialization you didn't pick. The only items that are unique to their specializations are the dragon gun, death ray, teleporter, harm prevention belt, and a few other ones. Overall, you get the good ones from other people though.

Also I took Goblin specialisation but I want to change to Gnome, is it possible ?

At this time I do not think so. I think that option was added in TBC, but don't take my word for it as I've put in zero effort into finding out when it was.
