Lvl 10 tauren and lvl 7 human in AB?

I just had 2 AB where firstly a tauren shaman lvl 10 joined. Then a warlock joined the second one.
Seems a bit strange?

I was in a 10-19 WSG the other day where 11 Horde were pitted against 6 Allies.

..nothing else to contribute, just a report.
