regarding to your set up timeline https://en.nostalrius.org/assets/upload/timeline.jpg we are currently on the content state of Patch 1.5

there you can see that the turn-in-donation quests for various cloth types in the faction cities were introduced:

"All members of both the Horde and Alliance are reporting low stockpiles of various textile resources! Donations of cloth are now being accepted in the following locations: Darnassus, Stormwind, and Ironforge for the Alliance; Orgrimmar, Undercity, and Thunder Bluff for the Horde. Seek out an official Cloth Quartermaster for more information."

I know that those hand-in quest givers are implemented in Nost data base, because they were accidentially on the live server at the start of the project in Feb/March 15` ... so some crazy guys already managed to push up their rep on factions while others were stuck at leveling, before those quests were removed again

But now with patch 1.5 they should have been reintroduced to us players....

Maybe not, that is if you want those armorless epic mounts before they get removed. I'm 5k away from Darnassus exalted, so part of me hopes they don't get removed too soon.
