The guild bank would just be a vendor. The vendor would be where the Guild Master controls all permissions, buys new tabs, and open the actual bank box. It wouldn't be as rich as BC's banking system, but it would prevent urges to share accounts and add a little transparency to the guild's resources.

Yes, this suggestion is plausible. The devs are only working on server-sided issues though because there's not a massive team that can implement suggestions in one team and resolve bugs.
No, it will not be implemented for the reason above. As it is a blizzlike server, I'm pretty sure the devs won't work at adding any custom NPCs that aren't on the PTR. It may be a good idea, but adding content not from retail vanilla will most likely get shot down instantly or this thread will never see a dev team reply on this matter unless they add a stipulation to guild bank account sharing -- which Viper/Daemon should do.
On a final note in case someone brings up dynamic respawns: this isn't adding any content. It's just reworking the respawn length based on how much a mob is farmed.
