This actually wont work If you still cant imagine how it would be. There is simple example for you:

Server capped 8k meanwile 2,5k people in 30+ mins queue. Some people getting random DC or just peoples internet drop sometimes. Those people wont be able to get back in. If you doing 40man raid that would suck when 10 members cant log back and have to wait 30+ mins.

Capping server with such high demand would just make people quit. Ive seen that before on peenix.

Didn't Feenix implemented this at some point by kicking you out of the game if you'd AFK for more then 15 minutes. I would love to see this, at least something...
