I'm using the word infinity literally btw. Because you anti-racist ethical superheroes obviously would have no problem if the server was 90% Chinese, right? Because not wanting an infinite amount of Chinese is racist!

The issue is that there is a large portion of the playerbase, sometimes nearly half depending on the time of day, that cannot communicate with the rest. Despite consuming the same server resources as anyone else, they interact very little with the rest of the server. Having another server would ease the loads on both, even if the new server isn't region-locked, which would be infeasible anyway as most Chinese players are either overseas Chinese or use VPNs/proxies to connect.
My suggestion was, and remains: open a new PvP server, and cap both populations at a little more than half the current peak population. Keep content the same on both servers, and offer voluntary one way transfers from PvP1 to PvP2(they need better names than that tho). Current peak population is around 11k. Cap both servers at 6 or 7k each. The total number of players able to play at once is higher (12-14k), loads on both servers are lower, and the "peak fun" population is maintained where finding other players to interact and do content with is fast and easy at any level but every square centimeter of the map isn't crammed with 45 players. Plenty of people have expressed willingness to donate, some even quite significant amounts of money, for a new server.
I feel like the problem will mostly sort itself out after that as one of two things happens:
-Mostly Chinese players choose to move and the new server becomes the unofficial "Chinaserver" or mostly English speakers move and PvP1 becomes the same, or;
-The population equalizes and both servers still have a sizeable Chinese minority, though more manageable due to being not as large.

The server is currently pretty close to being unplayable. Not sure that beefing up the hardware will help, as it's possible the dev's are dealing with the limits of a code base written for a 10 year old, 32 bit environment. Seems like the only reasonable solution is to fire up a new PVP server and let people who want to start a new toon on it do so.
