I think a nice option would be to allow players to enter a PvE mode, for a small fee. Say, you are able to disable PvP mode in contested / opposing faction territory for $2.50 a week - only functional for characters 50 and below.
This wouldn't be pay-to-win at all, most people prefer PvP servers. But instead of losing the PvE-prone players, the server would be viable for all parties, without having much - or really any effect.
Grieing wouldn't be an issue, as there wouldn't be a difference between the PvE-only griefer and a same-faction griefer, as both cannot be harmed.
